I have set "XDG_RUNTIME_DIR=/tmp/22359".
But when I run "podman images", there is error "ERRO[0000] stat /tmp/22359:
no such file or directory".

You need to create the directory, since Podman will attempt to write
under it.

Podman does not create it automatically. It expects the passed directory
to exist.

Some directory it will create automatically.
Such as "~/rundir", though I set it to "/tmp/containers-user-1253".
This setting set by XDG_RUNTIME_DIR.
