Please note that only Podman 1.6.4 is supported on CentOS 7.  The kernel
and many other parts of the stack are just too old for newer versions of
Podman to run smoothly.
Your machine definitely has enough RAM, so I can only give some pointers.
I would first try running with Podman v1.6.4.  Second, I would move the
containers storage off /tmp and onto a non-tmpfs file system.  To the best
of my knowledge, systemd may clean up files in /tmp.
It would also be helpful to trace podman and see what's happening: `strace
-f podman pull`.
