Basically you just need to change the Requires line in the
podman.spec
file to request a version >= XXX for podman-plugins.

But Podman does not require podman-plugins. If you update podman, and
have podman-plugins installed, we need to have podman-plugins
automatically get updated. So I think we need podman-pluigns to require
podman.
