I wanted to test with the latest buildah before reporting a bug, but it
turned out that with:
buildah version 1.19.6 (image-spec 1.0.1-dev, runtime-spec 1.0.2-dev)
it works as expected - the same digest is used. My configuration didn't
change, so probably it was recently fixed. Thanks :).
