Should that matter to root/rootful? (and it's only certain
images it happens for)

Looks like UID 1000 is not mapped into the user namespace?
podman unshare cat /proc/self/uid_map
Is your /etc/subuid and /etc/subgid setup correctly? _______________________________________________
