It looks like you're on a Cgroups v1 system, which would explain why
Cgroups are not available to a non-root user (they are only usable as
rootless with Cgroups v2 systems). We should not be warning the user about
this, though.
I do note that your Podman version is very old; it's quite possible we've
fixed this in the ~18 months since 2.2.x was released. Can you try a more
recent version?
