[Podman] Re: root-less containers look for root-full paths?

Seems there was/is a functional "change" to how binaries (new ones) behave. Creation of - on centos10 the path did not exist - /etc/containers/storage.rootful.conf.d/ & moving _/etc/containers/storage.conf_ there - solves the issue.
