okay, it finally started to use overlays when I explicitly requested it in ~/.config/containers/storage.conf as follows:
[storage] driver = "overlay" [storage.options] mount_program = "/usr/bin/fuse-overlayfs"
Normally I do not have storage.conf file, neither as root nor as rootless.
