Quadlet executable is only in the machine.  It is executed by systemd at
boot time and daemon-reload.

/usr/libexec/podman/quadlet

Quadlets look like standard systemd unit files with a stanza for
[Container] or [Pod] or [Kube] or [Volume] or [Network]
